Tender Document for Logistics Transportation Services
为提高集团公司物流模块运输效率，现将2026年度鲁普耐特（泰国）货物运输相关业务进行对外公开招标，欢迎符合条件投标人进行投标。
To improve transportation efficiency of the Group’s logistics module, we hereby conduct an open tender for 2026 cargo transportation business of Ropenaite (Thailand). Qualified bidders are welcome to participate.
第一部分：Part I
1. 要求：能够承接泰国货物运输业务。
Scope of Service: Capable of undertaking cargo transportation business in Thailand.
2. 投标单位须在2026年3 月29日12:00前将投标书递送集团物流部负责人处。
Submission Deadline: Bidders shall deliver their tender documents to the person in charge of the Group Logistics Department before 12:00 on March 29, 2026.

1，投标人需递交的材料：Required Tender Documents

1）公司概况介绍（包括但不限于地理位置、组织机构、运输能力、注册资金、人员数等）
Company profile (including location, organization structure, transportation capacity, registered capital, number of employees, etc.)
2）公司场景（照片等可视资料）
Company scene materials (photos and other visual documents)
3）运输安全保障体系及认证证明
Transportation safety assurance system and certification documents
4）证明投标人资格的文件：Qualification certification documents
① 投标人有效的DBD ,PP2O,BOI等（复印件，需加盖公司公章）
Copies of valid DBD, PP2O, BOI and other certificates (stamped with company seal)
② 法人授权委托书（原件）
Original letter of authorization from legal representative
③ 法人授权代表身份证或护照（复印件）
Copy of ID or passport of authorized representative
④ 道路运输许可证（复印件）Copy of road transportation permit

1.2关于标的说明：Subject Description
1）投标报价单（具体详见附表）Tender Quotation Sheet (details in the attached schedule)
2）投标人所提供材料需装订成册，加盖单位公章，在规定时间内送达。
All submitted documents shall be bound into a volume, affixed with the company seal, and delivered within the specified time.
1.3付款方式及条件 Payment Terms & Conditions
1）中标单位与招标方签订运输合同（协议）。
The winning bidder shall sign a transportation contract/agreement with the tenderer using the tenderer’s contract template.
2）每月5号前完成对上月发生的运输费用的核对，每月7号前合作方需交付有效作业凭证、结算汇总表及运输发票，经招标方审核备案后依据计划支付投标方运费。如有扣除的款项，对账时直接在运费中扣除。
Reconciliation of transportation fees for the previous month shall be completed before the 5th day of each month.The partner shall submit valid operation vouchers, settlement summary and transportation invoices before the 7th day of each month.The tenderer shall pay the freight after verification and filing; any deductions shall be directly offset against the freight during reconciliation.
3）关于账期：招标方收到发票60天之内依据计划安排支付运费.
Payment Term: The tenderer shall arrange freight payment within 60 days upon receipt of the invoice.
第四部分：Part IV
定标准则：Evaluation & Award Criteria
1，以***报价为评审基准价，投标公司的价格分按照下列公式计算：报价得分=（评审基准价/公司报价）×70%，其价格分为满分70分。
The lowest bid price shall be taken as the evaluation benchmark price.Price Score = (Benchmark Price / Bidder’s Quotation) × 70%，maximum 70 points.
2，投标方提报材料完全符合为满分30分，每缺一项扣1分，扣完为止。
Full score shall be given if all submitted materials fully comply with requirements;1 point shall be deducted for each missing item until the score is exhausted.
3，评标时除考虑投标报价以外，还将考虑：网点覆盖密度、运输快捷程度、货物安全程度、异常问题处理及时度、旺季配合程度等。
In addition to bid price, evaluation will also consider:network coverage density, transportation efficiency, cargo safety level, timeliness of abnormal issue handling, peak season cooperation, etc.
4，依据综合得分取前三名。
The top three bidders with the highest comprehensive scores will be selected.
